Municipal Dynamics - Parking Citation Management Service (MD-PCMS) is a customizable solution to enhance parking ordinance enforcement and maximize fine and fee collections. The service extends beyond the tracking and recording of citation fines and fees. As a component of the MD-OSS suite, it shares the same look-and-feel interface as the other suite applications.

Account Maintenance

Billing History, Payments and Miscellaneous Charges

Notes

  • Record events (correspondence, internal notes, telephone calls, activity reminders).
  • Notes are also automatically recorded for routine PCMS activity such as NOIP notices and dunning letters sent, collection call results, account requests from the self-care web site.

Citation Management

  • Automatically manages and reports citation activity and calculates fees/fines/penalties.
  • Citation data are exported to the MD-PCMS SaaS system and processed according to ordinance/jurisdiction rules.
  • Authorized personnel may edit citation records and changes are logged.
  • Citations may be exported to the PCMS system 24/7, multiple times per day.
  • Citations may be manually entered 24/7.
  • Citation, payment and status information is updated real-time and available 24/7.

Appeals Administration

  • Appeals are directed to the appeals queue for jurisdiction disposition.
  • Account correspondence is linked to the appeal request.
  • Jurisdiction defined disposition options may include accept, deny, amend.
  • Authorized personnel may modify all elements of the citation.
  • Comments may be added to each appeal record.
  • Notice of Appeal Disposition (NAD) is automatically mailed to appellant.

Citation Self-Care Website

  • MD-PCMS includes a citation self-care website for vehicle owners to view ordinance/citation information and pay citations.
  • Payments processed real-time using major credit cards.
  • Option to receive transaction confirmation via email.
  • Follow-up requests are directed to the specific user queue based on the request type.
  • Explains citation appeal process and directs users to contact MuniDyn support
    via mail, email or telephone.

Interactive Voice Response (IVR)

  • Fully integrated IVR accessible via toll-free number.
  • Available 24/7.
  • Users select account information, citation status and payment options.
  • Users may pay citation fees/fines using major credit cards.
  • IVR operator support available Monday through Friday, 8AM – 5PM Central Time on all standard business days.

Alerts

  • Jurisdiction users may select automatic delivery of file downloads via email.
